This article analyzes the constitutional and legal principles of cooperation between state bodies, citizens' self- government bodies, civil society institutions, and citizens in the protection of public order. Additionally, based on the scientific views of domestic and foreign scholars, issues regarding the balance between state security and human rights, the role of the mahalla institution in prevention, the improvement of public control mechanisms, and openness and accountability have been scientifically substantiated
